论高速铁路精密工程测量“三网合一”

客运专线铁路对测量精度要求较高,传统的分阶段布网方式和方法已不能满足现代高速铁路建设的需要。文章提出了＂三网合一＂的测量体系和布设原则及控制网的精度梯度等级,该体系的建立能统一高速铁路勘测控制网、施工控制网、运营维护控制网的起算基准和协调其精度,保证无碴轨道铁路工程的顺利实施。     

充分运用量值溯源提高检测工作质量

根据笔者在实验室长期工作的经验,结合实验室的相关标准,按量值溯源的管理途径,进一步阐述了实验室充分运用量值溯源信息,对仪器设备和标准物质进行科学管理的具体方法和措施,为不断提高检测工作质量提供了有力的保证。     

The Effects of Central Banks’ Rate Change Patterns on Financial Market Variables

This study examines whether different patterns of change to the benchmark interest rates of central banks are associated with their contributions to variances in the forecast errors of three financial market variables: the long-term interest rate, the foreign exchange rate, and the stock market index. On average, the central bank’s interest rate accounts for approximately 20% of the variance in each variable. We find that the total range of changes is more important than the frequency of changes. The panel regression shows that the range and frequency of policy rate changes is positively associated with the volatility of long-term interest rates but no association with the volatility of stock prices and exchange rates. These results suggest that small and frequent adjustments of policy rates are desirable for reducing the volatility of interest rates. The panel VAR represents interest rate channel is a more important than exchange rate and stock price channel.

在工程项目保险招投标时,标底在评标过程中对业主项目预算管理和中标者的利益有着直接影响。目前为止,保险招标中,站在第三方立场上,既考虑客观的市场反应又考虑投标人投标报价的整体水平的报价基准研究较少,研究保险招标中具有切实可行、易操作、较客观的报价基准确定方法成为在项目操作过程中亟待解决的问题。     

城镇基准地价更新方法探讨

目前我国很多城市的基准地价都面临着过时的问题,基准地价的更新成为当前土地评估工作的重点而被提到重要议程上。就基准地价的更新问题提出一个概述性的工作方案,对主要分析模块的流程以及模型做了必要说明,便于采用计算机编程处理,尽量避免人为因素的干涉,造成评估结果的偏差。     

司法是解决社会冲突的终极途径

社会冲突分为实体性冲突和程序性冲突两种。解决社会冲突的途径有当事人之间的和解、第三者的调解、当事人的申诉,仲裁机构的仲裁及法院的诉讼等。在这诸多的途径中,司法诉讼是终级途径。司法改革应扫除一切阻碍司法解决争端的障碍,将司法至上真正化为立法和司法的语言。

本文运用多种计量方法,对Shibor运行以来基准地位的确立情况以及本轮金融危机爆发以来Shibor基准地位的变动情况进行了分析,探讨了Shibor基准地位的确立对提高我国货币政策传导效率的影响,并提出进一步提高Shibor基准地位的建议。     

Are We Sending Mixed Messages? How Philosophical Naturalism Erodes Ethical Instruction

To develop critical thinking skills, higher order ethical reasoning, a better grasp of the implications of ethical decisions, and a basis for ethical knowledge, it is necessary to explore the philosophical premises foundational to one’s ethical persuasion. No philosophical premises are more important than those pertaining to the nature of human personhood and business’ responsibility to respect the inherent value of human beings. Philosophical naturalism assigns the essence of human personhood strictly to causal interactions of physical matter. Substance dualism, on the other hand, posits both a physical aspect and an immaterial substance to personhood, interacting within the totality of each being. This paper argues for the logical superiority of substance dualism in achieving the overriding objective of discerning ethical knowledge. Substance dualism offers a better explanation – and one that more closely follows the way most people commonly experience themselves and others–than naturalism for free agency and accountability, meaningful moral standards, confidence in knowing what ethical decisions to make, and the moral drive residing in conscience. 产业选择理论在中国的发展脉络:1978-2004

从改革开放之初的1978年到初步建立市场经济体制的2004年,我国学术界20余年产业选择理论研究所探讨的,就是如何把西方产业理论与中国国情相结合,吸收国外产业选择的成功经验,建立我国产业选择的合理思路。对这20余年产业选择理论发展脉络的梳理表明,既有成功之处,也存在明显的不足和问题。     

稳步推进我国利率市场化改革的思考

目前对进一步放开存款利率管制,在商业银行、央行间接调控机制、金融市场环境等方面还存在一些问题。对稳步推进我国利率市场化改革,本文提出的建议为:分类逐步放开存款利率上限;鼓励金融产品创新,促进存款利率市场化;培育市场基准利率,完善利率传导机制;构建公平的市场竞争环境,加快商业银行业务转型;加强金融监管,建立存款保险制度。
